Strategy 4.12a: Support repair and maintenance of existing agricultural water transmission and distribution systems to meet agricultural needs
PROGRESS SINCE 2008:
Met monthly to act as a link between various County and State departments and the residents of North Kohala on utilities issues.
Organized and hosted several public meetings at which departments met with residents to address Utility issues: Electrical power redundancy, water supply transmission issues, new well construction, and well repair issues, cesspool conversion, the Kohala Ditch, Telecom conversion to fiberoptics, and agricultural water studies and promotion.
Engage regularly with our County and State representatives on utililty issues.
Created a Water Supply paper that was very well received by the Water Board.
Lobbied Senator Inouye to get $500,000 to implement a water supply study for North Kohala.
Worked with DWS to encourage the lifting of the water meter moratorium and the problems of multiple “spaghetti lines.”
Worked and held public meeting to move transfer station (unsuccessfully – NIMBY issues).
Worked to get an agricultural waste chute at the Kohala Transfer Station. So far a Dept. of Solid Waste CIP has been submitted, but not funded.
Worked with HELCO on community awareness and selection of a scenario to address the lack of redundancy and frequent power outages. Continued support of the battery-supported microgrid facility at Hawi, which has been proposed but not implemented.
Met with the owner of Hawi Wind Farm and other potential alternative energy representatives.
NEW GOAL:

NEW ISSUES TO ADDRESS:
Construction of the HECO battery microgrid and replacement of the single electric line fom Waimea.
Expanding alternative energy production options.
Connecting to the proposed undersea telecommunications Kohala portal.
Evolution of a system to supply agriculture water to farms.
Expand cell-phone coverage to all of North Kohala (no blindspots). This is a public SAFETY issue. [Note: T-Mobile is apparently about to sign a contract with Starlink to get satellite coverage]
